The Ravens will be without one of their top pass rushers and the Eagles won't have one of their top wide receivers.
Kyle Van Noy is out for Baltimore after not practicing all week due to hamstring/neck injuries. He is tied with Odafe Oweh with the most sacks on the team (eight).
It is Van Noy's first game missed as a Raven, and it will lead to more snaps for rookie Adisa Isaac and David Ojabo, who was a healthy scratch four of the past five weeks.
Smith leads the Eagles in receptions (41) and is tied with A.J. Brown for the team lead in touchdown catches (four). The big-play threat who has 516 receiving yards this season went through a full pregame workout but will miss a second straight game.
In addition to Van Noy, the Ravens have some new faces among their inactives:

- C Nick Samac
- WR Devontez Walker
Facing the NFL's leading rusher, Saquon Barkley, and rushing attack, the Ravens have six inside linebackers and a deeper defensive line active for the game.
Roquan Smith is returning from last week's missed game due to a hamstring injury, and he'll be joined by Trenton Simpson, Malik Harrison, Chris Board, Kristian Welch, and William Kwenkeu, who was elevated from the practice squad.
Defensive end Chris Wormley was brought up from the practice squad to help a defensive line that didn't get nose tackle Michael Pierce (calf) back this week as hoped.
It's Williams' first time being a healthy scratch. He didn't play in Week 8 against Cleveland and had just one defensive snap the past two weeks.
Mitchell is a healthy scratch for the first time this season after returning from his knee injury. The Ravens instead have rookie Rasheen Ali active, likely for special teams reasons.
The Eagles are also without six-time Pro Bowl cornerback Darius Slay (concussion).
